This policy brief builds on research examining how traditional enterprises adopt circular economy practices through environmental awareness, intrapreneurship, and innovation ecosystems. It does not claim to offer a universal model of circular transformation. Rather, it identifies policy levers that can help established firms move beyond fragmented sustainability initiatives toward more structured and scalable circular economy engagement. The arguments are grounded in empirical evidence from a survey-based decision tree analysis conducted in France and should be further tested across sectors, firm sizes, and national contexts. The objective is to support policymakers, enterprise leaders, and innovation intermediaries in designing realistic conditions for circular transformation.
